In short, the system didn’t start properly even after all new components were installed. After many attempts to resolve the issue, I ended up with a strange fix—mounting the GPU horizontally instead of vertically—and it worked temporarily. However, once I tried to restart, it kept failing, producing five beeps from the post speaker, which points to a GPU problem. Now I’m unsure what to do; everything seems fine except for the inability to restart. I’m worried about mounting it vertically again, as I recently bought a new riser and it’s still in packaging. I also tested another GPU (2060) with the same cable and board, but it didn’t work either. I’m starting to suspect the problem lies with the motherboard instead of the riser cable. Whether I go for RMA or not, the lack of a restart makes updating Windows impossible, and it’s really frustrating.

The PSU's make, model, or part number is provided. Its age is also noted, along with whether it was purchased new or used/refurbished.

At first appearance it seems like a decent PSU, but a thorough review reveals issues; the Hold Up time is only 15.3ms, which is below the minimum requirement of at least 17ms. (For reference, my Seasonic PRIME 650 80+ Titanium [SSR-650TD] achieves 35.3ms. That's double the minimum.) This performance doesn't justify the purchase. It could be a problem with the PSU itself or it might just not be suitable. Ignore the riser cable and the visuals it offers. Try connecting the RTX 2060 directly into MoBo to see if the build functions properly or causes problems. If it still fails, the issue likely lies with the graphics card, possibly due to the weak PSU.
