my MB Z390 gigabyte master F11n BIOs with 9700K refuses to OC even at 4.9ghz, no matter what I do.
spent a lot of time trying to adjust the voltage, tweak settings, disable it, but still nothing.
it was stable for a while, but recently it crashes immediately.
also, with the easy tune gigabyte app, the standard 4.9hz OC crashes right away.
in games, my clocks don't reach 4.6ghz.
any thoughts?

Average performance hit 5.1GHz at Vcore 1.362V. Lower than expected samples or instability may occur at higher frequencies. Did you perform stress tests at the stock frequency? If yes, what conditions were used and what outcomes were observed?

with OCCT at stock
CPU only boosted to 4.57GHz
all cores' temps stayed below 60c average temp reached 58c
possibly something related to MB that's causing the issue... not sure
when I first got this CPU and MB, I could run at 4.9 without any changes and stayed stable for a long time, but recently it started acting up
Verify your thermals by checking for dust buildup that may block airflow inside the case. Also, remember to replace the TIM regularly and apply fresh paste as needed. Please confirm whether you conduct stress tests on a regular basis, including details about the tests, their parameters, and the outcomes.
