Hey, after some time I was going through Witcher 3 again. Last time I upgraded from a 970 to a 1070ti.
Graphics were set to max and I noticed only a slight drop—1 to 5% GPU usage?
Switched to mid and low settings, turned on all postprocessing, but nothing changed.
Frame rate stayed between 40 and 65 FPS with occasional drops. My CPU (AMD Phenom II X4 970) was consistently at 90–100%. I guess it’s a tight bottleneck.
How is this possible? Is the CPU really so limiting that the GPU only needs 1%? Could a 1070Ti be enough for Witcher 3? Does the game run so well that a powerful GPU isn’t necessary? Feels a bit confusing.

Your main issue is serious, but it shouldn't be this severe. Are there other titles where it performs that poorly?

It's not very obvious. Since I haven't really paid attention to it, I can't confirm the details right now. I'll keep monitoring it.

Well so... I'm not sure. I turned on AMD Overdrive and let it auto-adjust. After a while, I got bored and stopped, setting the multiplier to x19.5 for 4Ghz. The game crashed right after loading. I lowered it to x19 for 3.9Ghz and everything worked fine. The GPU was still around 1%. Another thing is, in Task-manager it always shows up at 3.79Ghz. Why is this? Why isn't it fluctuating like on my laptop? I've never really looked into overclocking before, so I'm a bit new to it.

when using task manager, look into other programs such as hwmonitor for percentage data.

This 4/4 CPU, already five years old when Witcher 3 came out, probably handles expectations differently. OP likely runs at 1080p, adding extra load. Even if Task Manager isn't open, the GPU usage should be around 10%, which is straightforward.
