Yes, no restrictions if you purchase from GOG or regular stores. Steam likely uses its own protection system.

For titles excluding CEG or with alternative DRM options, they can be played offline or without a Steam account, and saved for later use across devices. I’m unsure if CD Projekt Red applies DRM to Witcher 3 on Steam.
