Maybe adjust the settings further—cut power targets down to 100, try to avoid overclocking if you can. If the artifacts disappear, that’s likely the problem. If they remain, reset everything and confirm the changes.

It seems like a simple issue might be happening. The card hitting its target is typical, particularly when it's running at full capacity or boosted.

It seems the items are consistently positioned in the upper left corner of the display, regardless of location. This suggests the memory section meant for drawing there could be malfunctioning.

In the Witcher 3 only, a bad GPU would affect all games wouldn't it? Consider another demanding visual project and boost the settings. If you don’t see any issues at all, it might be the game itself creating the artifacts? Do you own any DLC? Check if the artifacts appear in Blood and Wine. If they do, try another major title.
