He brought me his old laptop, which he said stopped working. When I tried to start it, the system reported a corrupt or missing "hal.dll" file. I wonder if I need to reinstall Windows or if this issue can be fixed. The machine used Windows 8.1 but was upgraded to Windows 10 about a year ago.

Repair installation could assist. If not, it's an essential OS file.

Run CMD with admin privileges and execute sfc /scannow. After completion, perform dism /online /cleanup-image /restorehealth.
