The system seems to be stuck in a rendering cycle. Files on the desktop are being processed repeatedly without progress, causing the screen to flicker and restart constantly. The mouse moves smoothly but doesn’t register any input, while keyboard actions don’t trigger anything. Task Manager shows normal activity but the desktop keeps refreshing. CPU usage stays high, network is active, but GPU and storage are under load. Restarting or rebooting doesn’t resolve the issue, and even entering Safe Mode doesn’t fix it. The problem might stem from excessive file processing or a corrupted startup folder. If all desktop content were copied, too many icons could overwhelm the interface, leading to this loop. Rebooting shouldn’t stop it unless there’s a deeper driver or service conflict. This behavior isn’t uncommon after recent updates.

Consider reinstalling your graphics driver first. Could be the issue. What model do you have? You can check the Dell support site at the provided link to download updates for your PC. Updating the BIOS might also help if available. It seems odd that BitLocker wasn't enabled, so I'm assuming it's malicious—I'd run a virus scan just to be safe. Let me know what happens after trying the BIOS update and driver fix. Good luck!

The issue is that I can't interact with the computer beyond opening Task Manager. I don’t have access to the device manager or the browser, and I’m unable to enter Safe Mode or uninstall updates due to Dell’s configuration. After some research, Microsoft notes that newer Windows 11 systems might have BitLocker enabled automatically, which could be the cause. This applies since the software is less than a year old. The Task Manager and login screen work normally, but only the Desktop appears to be problematic. I need a way to display other content besides the Desktop and Task Manager.

I experimented with it a bit longer and discovered a method to launch File Manager. It worked properly even when the Desktop was displaying flashing content. I navigated to the Desktop folder and removed all the newly created scan PDFs and shortcuts, which resolved the issue. I didn’t examine the deleted files closely, but I think there could have been a loop or something similar.

It involved revisiting basic concepts in tech support: identifying what shifted immediately before the issue began.
