You're using an OEM build on your custom desktop, which you recently reinstalled Windows 8.1 two weeks ago and activated it. Since you activated the OS, you might not notice immediate changes, but activation can sometimes resolve lingering issues or restore functionality.

Started after completing my regular Windows updates routine. Look for available updates, apply them if needed, and verify again.

Since you're on 8.1, use sfc and dism to verify your system is clean. My laptop was fully updated and only noticed issues after running those checks/repairs. It could have been a coincidence, but it's worth a try. Also, confirm all optional Windows updates are installed—especially the general Windows updates, excluding Skype, Silverlight, and drivers.
