The login screen color in Registry Editor can be modified using the DWORD 'Default Color Set'. Adding an image requires Windows 8.1 Enterprise to be enabled via group policy on the local machine or domain controller.

It’s not accurate to say Windows 10 is completely useless. It still serves many users, though it may feel outdated compared to newer versions.
