The computer my friend purchased lacks a built-in Wi-Fi, so we added a Wi-Fi card and installed it. However, it isn’t displaying the connection (also during Windows 11 setup).

It seems the wireless adapter needs drivers. Windows can't find them on its own when offline. You'll have to connect with an Ethernet cable.

You might also attempt to install the driver directly if you have it available. Launch the command prompt by pressing Shift + F10, then type control.exe. This will launch the control panel where you can switch to view options using Small/Large icons, making Device Manager visible. Navigate to the Device Manager, identify the missing WiFi card, right-click and select Update Driver. When prompted, find the driver file and proceed through the installation guide. If the package is a complete executable, you could also execute it manually.
