You're dealing with a situation where two users are logged in—one as administrator and another as a guest. When you try to update the wallpaper on the guest account, it changes color after deleting a PNG file, even though the system says it's unnecessary. The installation is fresh (about 4 days old), the key has been activated, and everything seems to be working properly in theory. Your main suspicion is that the Wallpaper Engine might be interfering with the TranscodedWallpaper file in the appdata folder. Deleting the file and restarting didn't resolve the issue, and the Engine isn't running for the guest account. You're unsure what to do next.

I managed it, though I arranged the PC to remove clutter and I don’t wish to create more mess within just a week.

This doesn't seem to be the case in earlier Windows releases—it would only appear temporarily, and the original file wasn't needed. I believe it functioned on Windows 10 previously too.

It was necessary for you. It functioned before since it was cached (lower quality). You may store the PNg file in the c:\Users\public directory or a system folder.
