Beyond privacy tweaks and possibly Game Bar, the control panel is useful mainly on very basic hardware (like a Sandy Bride laptop with a Celeron or 2GB RAM). Decompiling isn't worth it—it usually leads to problems and most issues can be fixed without scripts.
