When hardware acceleration is turned on, playback in discord or chrome can lag after a while, especially when not using the main app. For instance, playing a game with a friend's stream causes stuttering even though discord isn't focused. Chrome behaves similarly; the solution I found was disabling hardware acceleration, though it shifts processing to the CPU and reduces performance.

Additionally, I installed the latest GPU drivers, ensuring everything is current.

Your computer features 16GB RAM, a 1TB Sabrent Rocket SSD, an Intel 3700X processor, an RTX 3080 graphics card, and a 850W power supply unit. It runs Windows 11 Home.

It might be better to simply reinstall Windows now if you haven't done so already. A lot of issues could be causing problems, and we might need to search for the cause. I'm not sure how much this would help, but let me know your thoughts. If you prefer a different approach, we can explore other options together.

It is a fresh installation of windows which is only about a month old at this point. I could try reinstalling again if necessary.
