I am experiencing performance issues in several games, despite having hardware that should meet recommended specifications. My system includes a Ryzen 5 1400 processor, 8GB of single-channel RAM (soon to be upgraded), an Asus ROG Strix GeForce RTX 2080 Ti, and various storage drives including a Samsung SSD and Seagate HDD. Frame rates are consistently low in games like GTA 5 and Overwatch, with occasional freezing. League of Legends runs smoothly, but Warzone is unplayable due to lag. Despite CPU and GPU not reaching maximum utilization, I seek solutions to improve my gaming experience.

Observe system performance using Task Manager or Resource Monitor. Record CPU, memory, and GPU usage while idle and during gameplay. Identify resource-intensive processes and applications running in the background. Review the Startup tab in Task Manager to identify unnecessary programs launching at startup. Disable non-essential startup items to improve system responsiveness.

I am playing Cyberpunk 2077. I am aiming for the best settings possible to maximize performance and visual quality.

Here are my system specifications:

* **Processor:** Intel Core i9-13900K
* **Memory:** 64GB DDR5 RAM
* **Graphics Card:** NVIDIA GeForce RTX 4090 24GB GDDR6X
* **Storage:** 2TB NVMe PCIe Gen4 SSD
* **Operating System:** Windows 11 Pro, Version 23H2

I have used Task Manager and Resource Monitor to observe system performance. While not gaming, the CPU usage was consistently around 20-30% with background processes running. During gameplay, the CPU usage spiked to 95-100%, while GPU usage reached 98-99%. Memory usage remained relatively low at around 16-20GB. I have disabled unnecessary startup applications to minimize background activity.
