I improved my roommate's setup with an Asus Prime B360 Plus, an i5 9600K, and an RTX 2070. The new motherboard is fresh, but the GPU and CPU are still from previous models that functioned well before. He previously had a Ryzen 5 3600 and an Intel 1070. After the upgrade, FPS dropped significantly across all games. I updated drivers, reinstalled the NVIDIA chipset, cleared and reinstalled the graphics driver, then reinstalled Windows 10. The performance remained poor, and the system felt sluggish, especially with Explorer. I ran a 3DMark test but saw no major issues. Any advice would be helpful.

3600 think or not is generally better than the 9600k. Consider returning to the older AM4 setup; the 9600k isn't upgradable on AM4 anymore. You can upgrade to models like 5600, 5700X, 5600X3D, 5700X3D, or 5800X3D. Newer CPUs are more affordable now, and used ones are very limited. For GPUs, use separate power cables and avoid daisy-chaining. Also, ensure a clean Windows installation. If you've already installed one, restart in safe mode with DDU to fix video drivers before trying again. First, bring your system back to the original hardware.

You provided him with a significantly weaker CPU. It's quite a substantial drop in performance. Additionally, you reduced his thread count by half. A 9600k is essentially a six-core, six-thread machine, which has experienced stuttering problems in games for years because of insufficient threads. This represents a clear downgrade from a smaller to a larger scale. A 5600 offers a more affordable upgrade on the AM4 platform and performs well compared to the 3600. The only minor change you made was adding an RTX 2070.
