If your USB device and your operating system both show issues, it might point to a hardware problem such as RAM. However, if you're unable to power on the USB at all, verify the boot sequence in BIOS. Did you install Windows before? If not, check out discussions on this forum (there are many available).

It appears the USB attempts to start, displaying the Windows 10 logo for a brief moment before freezing with a black screen that seems to go on forever. I haven’t managed a successful Windows ISO boot from USB either. It seems my computer likely has hardware issues, and the boot sequence was already altered to only launch the USB at startup.

so another update, i got bolth windows 10 32bit and 64bit and now it shows the loading files instead of the _ it showed before.
