This has been a problem for me for a while, and I haven't found a fix yet. When I open the Start menu on my second screen and click something on the taskbar of my main display, the taskbar on my secondary screen disappears and then reappears. The specs are shown in the signature.
Absolutely, it seems Windows 10 has been problematic from the start, and it looks like fixing it isn't on Microsoft's radar.
