I bought a used i7 4790 to enhance my i3 4170 setup on an ASRock H97 MITX board. After installing it, the system won’t start properly, though fans and lights activate. I’ve updated the BIOS and reset the CMOS. I think the CPU might be faulty since it wouldn’t power on at all if it was defective. Should I consider returning it?

Using a separate graphics card ensures everything functions properly when I reinstall the i3.
