You can change the display settings without switching to windowed mode. Adjust the scaling on your secondary monitor and then set the main monitor to match that resolution. This way, everything will look consistent without needing to toggle modes.

It definitely allows the game to operate on the second screen, I can confirm from my own experience, though I believe this is the most reliable method.

Use Windows settings to switch your secondary monitor as the primary display, then switch back once you're finished. The process is quick and doesn't affect your icons.
