I believe this might be a power supply unit problem. The replacement of the motherboard and CPU seems to have resolved the issue, so those can be ruled out. Could you provide another PSU for testing in your system? Also, check if XMP/DPOC is enabled in the BIOS—if it is, disable it and see if the problem continues. Usually I recommend confirming the BIOS is up to date, though that could be risky with an unstable system. Edit: I’m also wondering about the original motherboard and CPU you used. Did you reinstall the machine after swapping them?
I own another PSU, though it's a smaller one. I previously used a Gigabyte B550 Gaming X V2 and a Ryzen 7 Pro 5750G.
