I just changed my CPU and motherboard from an x99 board and an i7-6850k to a z390 Aorus Ultra Wi-Fi board with a 9900hk. When using a GPU riser cable, a red LED lights up on the motherboard indicating VGA, but it doesn’t work when I connect the GPU directly. Removing the riser cable also resolves the issue. The GPU is a GTX 1080. Someone might be experiencing problems due to the riser cable configuration or power delivery affecting the VGA output.

Electromagnetic interference shielding varies across motherboards. Your other board likely employs distinct power filtering or superior capacitors/PCIe pins to reduce high-frequency electrical noise during startup.
