The issue keeps appearing whenever admin tools are needed. After checking, turning off the Windows Event Manager resolves it, but you're looking for a workaround without disabling it.

You've completed all the necessary steps, but now it's just a fresh install of the operating system. Please confirm whether you ran a thorough scan to check for malware or issues from websites and downloads. Also, consider running sfc /scannow in case any system files are malfunctioning and might need replacement. If you have recent restore points, a simple restore could be possible.

I lost my restore points and haven’t scanned for malware yet, so I’ll start with that first. There’s an issue with the system file (RpcRtRemote.dll) that’s affecting me.

This could be a problem. It's usually unnecessary and can create more issues than it solves. However, in the past, malware was frequently hidden behind Rpc RtRemote.dll files.
