I set up Project64 on my PC before rebooting, and it functioned properly. However, after the reboot, it displayed an error saying "Cannot open a ROM because plugins have not successfully initialized." Some programs like VMware and ThrottleStop worked before the restart, but after that, the PC triggered the c000003e error when trying to run them. I also tested RetroArch on Linux, which operated without issues, but crashed on loading content post-restart. VMware performed well in Linux without problems. The issue persists on Windows 8.1 as well. My two HDDs are in good condition and don’t have bad sectors. PC specifications: Intel Core i5-2500K, AMD HD 6570, 4GB RAM, running Crunchbang++ 64bit and Windows 10 64bit. HDDs: two 500 GB drives. I use an HP Compaq 8200 Elite PC.

Easy steps to verify everything works: reset CMOS, execute chkdsk /f /r via admin PowerShell (requires reboot), attempt or purchase a new 4GB RAM stick (though it’s a bit low even if acceptable), ensure a fresh OS installation was performed when trying these fixes. I’m unable to reset the CMOS settings. I don’t have funds for RAM sticks, and I also don’t have any spare ones.

No, the only alternative mentioned is purchasing additional RAM sticks and clearing the CMOS.
