My Build includes the MPII Mars Gaming 550W, B550M Aorus Elite 1.3 rev, Ryzen 5600G, two 8-core LPX Corsair Vengeance, RX 6650 iGPU.
I'm facing an issue where turning on the power causes the CPU fan to spin up but not the keyboard, mouse, video signal, or GPU fans. I've tried QFlash Plus for BIOS updates, resetting RAM and CMOS, and rebuilding from scratch, but nothing worked. The jumpers seem correctly placed, though the speaker isn't working, making it hard to pinpoint the problem. I suspect the PSU might be the issue, but it was functioning well in my previous build when I removed some components for testing.
I'm running out of ideas and would appreciate any suggestions from you.

You can remove the discrete GPU and check if you can still get POST and display on your panel using the iGPU. Rams should be in slots A2 and B2.
I assumed it might be the PSU, but it was functioning well in my previous build. I tried powering it without the extra parts to test it.
This PSU seems unreliable. It would be helpful if you could share the age of the unit and its specifications with your older build so we can better understand it.

I already attempted without all the extra parts and just integrated graphics, but I didn't mention it.
I was using a Z77 and an I7 3770K with 16 RAM and the same graphics card. I upgraded to improve the setup.
It's accurate that changing the PSU doesn't make sense since I can't even get POST with just the basics.
Other suggestions?
I switched to a 700W power supply and the problem persisted.
Additionally, I can only shut down the PC using the PSU switch; the case's locking mechanism isn't functioning.
Problem resolved: I brought the PC to a repair technician, and it seems the MB locked initially because of insufficient power. The case wasn’t functioning properly due to a faulty switch on the power supply. I replaced the case and the issue was fixed. Appreciate the quick responses. They were helpful too.
