Locate the installer file and double-click it. Go to Properties, select the Compatibility tab, check "Run the program in compatibility mode for," choose Windows 7, then click Apply and finish the installation.

Attempting to run the recovery tool to fix Windows 10. It shouldn’t be necessary, but something is malfunctioning and this approach isn’t ideal, even if it seems to help.
