I recently installed a new computer and want to understand the wattage requirements for an overclocked Intel Core i9-10940X at 4.6 GHz. Currently, with the power setting set to Auto, it’s drawing about 0.94W. With six fans—three intake and three exhaust, including two from my MSI CoreLiquid 240R AIO cooler—I have an 850W power supply.

At full capacity (Cinebench, rendering, Prime95), it will likely reach 150-200 watts from the wall... or higher. It's unclear where the sub-1 watt figure comes from, but you're definitely not drawing more than a fraction of a watt under load. Hardware Unboxed' testing showed the 10940X drawing 358 watts in Blender... View: https://www.youtube.com/watch?v=W32jbZ2z8wI

The main issue is about achieving a specific power draw of 0.94W at 4.6 GHz.
