I have OCd a 9700K to 5Ghz (AIO H100) with and without AVX, these are the most stable configurations I found.
Without AVX; 1.31v LLC 6
With AVX -2: 1.34v LLC 6
(Max LLC is 7)
With AVX I couldn’t pass the stress test...but it doesn’t matter much since I mainly use the PC for gaming, and now I can run games that use AVX without crashing (Apex, games based on Unreal Engine, etc.).
The problem I’m facing is that whenever I open a program or play a game—even ones that don’t need AVX—it causes the CPU clock to jump between 4.8 and 5.0 repeatedly, staying at 4.8 for two seconds then switching to 5.0... it reverses back and forth. Was this normal? It also happens when I’m idle in Windows without doing anything, because something is running in the background.
I was thinking about sharing all other OC settings, but I don’t think they’re essential unless you need them. If you have any, let me know.

I noticed the CPU speed fluctuates between 800MHz and 5.0GHz depending on what I do, which is normal. I wasn't concerned about potential damage to the chip. I tried enabling speedstep just for curiosity, and it didn't affect performance. So far, changing from 4.8 to 5.0 seems safe for the processor.
Any program using AVX instructions generally, including background apps and games. Speedstep adjusts the clock speed as required. 800MHz to 5.0GHz is typical for speedstep. Be concerned if clocks drop to 800Mhz during a speed step. Removing the AVX offset can lead to higher temperatures and may require stress tests to confirm stability (similar to any other overclock change). Aida64 would be suitable for AVX stress testing.
