i'm usually pretty skeptical with new gen ram launch, right now intel 12th gen with ddr5 doesn't look very promising. If there's a time not to wait it'd be now imho. normally it's not clear-cut but a 1600x is pretty slow, just upgrade, don't need a 5950x just for gaming, though i can't recommend getting less than 8 cores either if you plan to upgrade gpus in the future. amd did promise that it would be supported til 2020, but gotta be realistic, even if the cpus did work, the old boards would explode.
I believe the performance is pretty close. Ryzen3 matches 11th gen Intel, but the upcoming release is 12th gen. There’s a chance Ryzen3 will get an update with more cache, though it’s unclear if that’s the same update planned for Zen4 in 2022. There’s solid evidence suggesting Alder Lake could outperform Ryzen3. We won’t know for sure until Alder Lake is released. My take is that if the two brands have leveled off, they’ll likely reset competition and stagger their launches so one stays ahead. Duopoly makes sense, but it’s still early. Alder Lake is the first Intel model showing promise to challenge AMD in the long run. The new setup will just begin forming. Intel claimed 11th gen would surpass AMD, but that didn’t materialize.
