Usually after a short pause without playing any game, in Chrome or on the desktop, the screen flashes (similar to updating the GPU driver) and briefly flickers before stopping, though occasional glitches may appear. As shown in the video, these issues tend to occur when GPU usage drops to zero.

Note: Drivers are current, power management in the Nvidia panel is set to maximum performance, and MPO has been disabled.
