They might be trying to give a false impression of performance by installing or cloning the operating system across all laptops, even though this approach doesn't actually improve speed.

This sounds like one of those administrator-ordered changes... School Admin: "Make them Chrome" Tech: "We can but I would really recommend sticking with Windows for these reasons..." School Admin: "Idc" Tech: "Alright, will do!"
