3700x on a MSI B450i, while using cinebench r20, my all-core turbo runs around 3.9GHz. Occasionally I notice cores dropping to 2.8GHz, though I believe the base clock should be 3.6GHz. It seems there might be an unusual behavior—some cores jump back up after a drop. I haven’t changed any BIOS settings except enabling 3200 MHz RAM. Edit: When idle on the desktop with nothing running, voltage stays between 0.9 and 1.0V but the clock stays at 3.6GHz.
