I also switched my power plan from ultimate to balanced, and my speed adjusted from 3.6 to 3.7.

I haven’t come across it myself, so I’m not sure if anything else will help.
I have three systems running a gigabyte b450 aorus pro, and they all function properly with PBO.

The balanced setting lets it increase its performance, but full power mode maintains maximum speed constantly, which can negatively affect overall efficiency.

to make it even better, you'll need someone more experienced than I am. i just turned on PBO and forgot about it.
i usually don’t deal with that unless there’s a real problem with the system. i doubt you can adjust PBO without going full manual—i don’t remember ever seeing that as worthwhile.
