If you're maximizing its performance with PBO (as recommended), it will draw about 200W—far exceeding what the stock cooler can manage. Consider selling the CPU and using the $100–150 gain for a Scythe Fuma 2 or an NH-D15.
Just sell it. I don’t understand why you think no one would be interested in buying it. It’s not a bad CPU at all, particularly for someone upgrading an older AM4 machine on a budget. I’m still using a Ryzen 7 2700 and it has performed well for my needs. It still holds value. And yes, I agree with the other suggestions for improving your cooler setup for the new CPU. I support the recommendation for the Scythe Fuma 2 personally—it’s not cheap but it works nicely.
