I've observed the same issue on my laptop's i7-6700K lately. After the 1703 update, the CPU has been locked at 4 GHz or 2.3 GHz based on performance or power-saving settings, even when idle or with less than 20% CPU usage. It sometimes drops to 3.5–3.6 GHz under load in performance mode but can reach 100°C during those times. (It isn’t running Prime95 either.) I’m considering reapplying NT-H1 since it also stays around 65–70°C in power-saving mode.
It seems Microsoft will likely take some time to complete the task. Currently, it works when the power plan is active, and you can switch to balanced mode if needed. In non-Ryzen plans, there’s no direct option yet. The best approach is to wait for Microsloth to resolve the issue, and someone else may have a more helpful response. Good luck!
Did you switch the system to its default settings and checked for the update?
That restored the CMOS and BIOS to a maximum clock speed of 3.7GHz.
