essentially I purchased the RX 580 Sapphire Pulse with 8GB RAM, but when installed on my system the GPU fails to launch. The CPU and power supplies are functioning, yet the GPU remains inactive. My previous GT 710 setup worked fine, but this model doesn't match its specifications—ArguS 620W, i3 9100F, ASUS Prime H310M-R R2.0, RX 580 Sapphire Pulse 8GB.

You mean you're asking about the exact details of what happens when it doesn't start. It might be helpful to reduce the PCIe speed settings in the BIOS, as this card is compatible with Gen 3 and a Gen 4 processor. You could also test the card on another machine. Good luck!

Did you link the GPU to power? An RX 580 needs an 8-pin cable from the PSU to connect directly to the graphics card. Extra power wasn’t necessary for your GT 710. Intel didn’t support Gen 4 PCIe until the 11th generation on 500 series boards. The 9th gen only covers Gen 3.
