It could function in theory, but I believe there could be some interference and a reduction in quality if the power strip isn't quality. Have you considered using wireless range extenders? They perform significantly better than powerline connections in speed and dependability. A mesh network might offer even greater performance.

Powerline works best when your home has top-notch wiring, otherwise it’s better to consider alternatives instead of spending on a good wireless router.
