Thermaltake represents the brand, and 1200W is the stated power output. What model does this device have? If this power source has been used before, how recent is the unit?

Rams are placed in slots A2 and B2, and are fully seated in those slots.

Inspect the CPU's socket for any bent or broken pins and reinsert the CPU with the AIO's cooling block resting on the processor's IHS, which means you need to position the case on its side rather than upright.

I installed the latest BIOS onto a USB drive, but it shouldn't matter until my system is ready.
For clarity, which BIOS version were you attempting to flash?

The PSU matches the build age (about a year and a half). The model is Thermaltake Toughpower GF3 1200W 80 PLUS GOLD. RAM is in A2 and B2, but I've been testing in just A2 or B2. I haven't checked if the CPU is bent because I don't have thermal paste to re-seat the AIO. There hasn't been any BIOS flashing, so no updates have been applied. The USB drive I have is version 2403. Should I skip newer BIOS updates and start with the oldest?

Your processor includes an iGPU—try working without the separate graphics card and see if it improves performance. You may need to obtain thermal paste quickly to confirm the issue isn't with your motherboard, allowing you to start an RMA.
