You just reinstalled Windows 10 and need to add some apps. The installer reported a missing file called cfgmgr32.dll in C:\ but you confirmed it exists there. It seems the issue might be elsewhere. I attempted to fix the problem by running sfc /scannow, but it didn’t resolve the missing file. Also, replacing the file with one from the internet isn’t working because Windows blocks that change.

This explains why reinstalling Windows isn't useful. Everything seems fine? Keep it as it is. Verify the file's availability—take ownership and attempt to open it in Notepad. Also, download and execute Procmon during Discord installation to see which files the installer accesses and where it encounters issues. Furthermore, install all Vc++ libraries and dx before running any programs.
