When trying to access his computer at his house, the startup becomes extremely slow. Bringing his computer to mine works without issues. The problem isn't internet-related since connectivity doesn't appear to be the cause. Any suggestions?

The specifications of dad's PC are worth noting, especially the type and model of the power supply. It seems the only concerns are the grounding of the power outlet and the PSU's performance issues. A $10 outlet tester could help assess the situation.
