I'm working on diagnosing the issue for your friend's Z170 board. It's using a Skylake or older generation, and it doesn't power on with just a 3 short beep. The RAM is fine, and swapping in different RAM won't help. The problem seems to be with the RAM controller—either on the CPU or the northbridge. I'm trying to find reliable guidance without suggesting a full motherboard upgrade, just in case he needs a CPU instead.

The combined memory controller was placed on the CPU long before Skylake was introduced.
