When I reach the sign-in page, it logs me in on its own and shows only my screen saver or background picture with no shortcuts or menus. I can still use the task bar and move around with my mouse, though everything else is gone. That's all there is.

If you can start Task Manager or press Win+R, you'll probably get a lot of options. Just run that command, then check your screen if it shows up correctly.

I keep trying to run explorer.exe but nothing happens. The screen just won't show up and that is very strange.

Do you want me to share a picture? You can put it on imgur.com and tell me where to find the link. Do you have more than one screen set up, like a big monitor and a TV? When you turn on your desktop icons, they might show up on that second screen instead of just your main monitor.
