The problem is that your computer struggles to render frames quickly enough. Furthermore, you should examine temperatures to determine if any component is overheating and reducing its speed, utilizing software such as HWInfo or MSI Afterburner.

Is your game running at a 4K display setting?!
That processor will likely have difficulty maintaining smooth performance with Battlefield V, even with optimal settings. Furthermore, the sluggish memory speed will be a problem.

I experience no issues running at 4K resolution, and this has not occurred previously.

Why would it lag despite displaying a frame rate of 60fps?

If there is lagging, shouldn't the displayed numbers decrease?

When I set the target frame rate to 120fps, the numbers can reach 70-80fps without dipping below 60, though I still observe some stuttering even at 80fps. The frame rate never falls below 50, and frequently remains around 60.

If so, I recommend exploring an upgrade to a third-party solution from brands like Be Quiet!, Cooler Master, or Noctua, or perhaps an all-in-one cooler such as the Kraken X52 or any of ID Cooling’s Frost/Dashflow 240mm series. However, a frame rate of 60 frames per second doesn’t guarantee fluidity; your processor isn't exceptionally powerful and might be contributing to the inconsistent frame timings causing stuttering. Because Battlefield V is demanding on the CPU.

If your timing allows, the Ryzen 3rd generation will arrive around July, potentially leading to a notable performance boost. However, if you need an upgrade sooner, the R7 2700/X paired with a separate cooler would be an excellent choice.
