I recently upgraded to a 7800x3d and 4070 Ti super. When I switch tabs or launch a stretched fullscreen game, my PC freezes completely while the primary monitor loses signal. The second monitor stays on but remains frozen. I can still hear Discord, and everything reconnects after a minute. Is there an issue with my drivers or PSU?

Are the drivers current? It could also be another issue with the new 4070, since it's only been around five months. I've experienced some screen problems with my 4070 Super.

Consider using DDU for removal. Show the Driver Uninstaller to delete both AMD and Nvidia drivers and start fresh.

It occurred solely when I played at non-native resolutions; everything works smoothly after switching back to native settings.

Could be Windows getting upset about handling resolutions?
