The CPU remains at full capacity even after restarting because of lingering processes or background tasks. You might be seeing the WMI provider host consuming significant resources before the reboot, possibly due to open tabs or extensions.

The operating system must launch the applications that appear after startup or reboot, consuming significant processor resources during this phase. This process typically lasts a few minutes after power-on or just a couple of seconds (ranging from 30 to 45 seconds), depending on whether the programs run on an SSD or HDD.

It means 24 Google Chrome processes are active, which is quite high for just two tabs open. EDIT: My French isn't great at figuring out what's running and consuming many resources...

It has been active for about ten minutes now, and the output remains unchanged. In the open hardware monitoring tool it appears to be significantly reduced.

It's surprising how low the load is despite having many Chrome extensions.

Have you attempted to empty Google Chrome's cache? Consider dropping some of the 24 extensions or turning them off to observe any improvement in loading speed.

It remains consistent whether Chrome is closed or running, and it doesn't match the expected 100% performance across other apps.
