I was using Windows 7 on this machine, then upgraded to Windows 10. During my time on Windows 7, the CPU consistently ran at around 2.67 GHz, staying near that level. After switching to Windows 10, it appears to be throttling itself even though hardware and cooling settings remain unchanged. I've cleaned with an electronic duster and checked the motherboard, but nothing has changed. I disabled Intel speedstep and still experienced crashes during games. I attempted various fixes but none resolved the issue. It's possible the thermal paste degraded over time or the motherboard is aging.

The processor runs at a fixed speed of 1.65ghz regardless, and the resource monitor shows it's limited to 59% utilization

I adjusted my power configuration to top performance with a maximum of 100%. This setting applies to both my desktop and laptop, meaning there’s no battery or charging involved.

For one, your fan seems to be running slowly, possibly overheating. Please extend the test duration beyond 10 minutes, capture a screen, and display just the frequency graph to clearly observe the core fluctuations.
