Your motherboard might not be suitable for your processor, as it seems the chipset can't handle the 2 quad Q6600. This could definitely be a problem.

It's questionable, though the alternative is conceivable. As Shrimpbrime pointed out, the PSU seems more probable.

It might occur if the motherboard lacks overcurrent protection and the VRMs are faulty. Given the condition of the board you purchased, it's likely the PSU shares similar issues. As @ShrimpBrime mentioned, the problem could also stem from low-quality components.

It's feasible but something I haven't encountered before. Can you replace the components with standard parts to check for issues? What occurs when you press the power switch?
