The problem is extremely severe and isn't limited to games.

it's not the RAM, it's the same issue occurring with just two sticks from a single 32GB package. I've been using them for six years now.
no problem you are def not wrong though it is best bought as a pack and installed...even same brand sticks can be issues if not bought as a package. unfortuantely i wasnt lucky for that to be it.
after resetting the cmos by the jumpers and battery we have been okay so far so maybe it fixed it?
Finally captured a video showing the desktop lag...here it is. I began playing this game and then moved to the desktop. The CPU usage was around 40%, the GPU at 97%, but then it dropped suddenly to 30% after exiting the game. Both systems returned to normal idle usage, though the lag persisted.
Oh my god... while the desktop was slow on the desktop, I decided to run some tests. I had some problems with my antivirus on The Last of Us Part II about two months ago, so I thought I’d try completely disabling Webroot Antivirus. And once I did that... the desktop stuttering stopped instantly.
....I swear to God... if that was it all along...
so it's been almost three days now...after switching off webroot, it hasn't happened. it would occur multiple times daily, both in the game and not. it was completely webroot-related causing slowdown after I upgraded my hardware. now it's time to search for another antivirus.
