CPU: I3 4130 3.4GHz
GPU: GT 1030 GDDR5 2GB VRAM
RAM: 8GB
HDD: 500 GB

Previously, I achieved 40-60 FPS in these games. Currently, I experience poor performance with constant frame drops to 30-28, particularly during driving sequences in GTA 5. In GTA 4, I have 35-50 FPS with occasional drops to 28-30. MSI Afterburner showed normal temperatures. Is the HDD malfunctioning?

Grand Theft Auto V is one of those games that purportedly lacks adequate optimization. People report performance issues even on high-end PCs. Although your graphics card may be modest, excessive CPU utilization—reaching 80%—poses a significant risk.

Despite technically meeting the specifications to play GTA 5 on low settings, performance is barely acceptable. An RX 470 consistently serves as a reliable benchmark, and your GPU significantly lags behind it, particularly considering its prior status as a mid-range card. The provided link compares an Nvidia GT 1030 against an AMD RX 470.

I do not recall my power supply details, but I believe it was a 450W unit. The temperatures are: GPU: 73-75 Celsius, usage: 100%; CPU: 68-70 Celsius, usage: 90%. These temperatures are within acceptable ranges. The unusual aspect is my ability to play Far Cry 4, Dark Souls 3, and Spec Ops: The Line at high settings with 40-60 frames per second. Frame rate drops occur only in GTA 5 and GTA 4; could my GPU be underperforming in these games?

Grand Theft Auto V is one of those games that apparently isn't optimized as well as it should have been. People complain about performance not being what it should be even with high-end PCs. Your GPU isn’t all that great, but the bigger issue is CPU usage. Once it reaches 80%, you are cutting it close to bottlenecking the GPU; some say even 70% is too high. What is the CPU usage in your other games? Another 8 GB of RAM would help as well; 16 GB should be considered the true minimum for gaming.
