It might be the CPU, possibly 3 generations behind. Consider overclocking and checking the temperatures.

You can set up Msi Afterburner and see if your CPU is limiting performance. Even though you didn’t play that game, most recent titles reveal issues with quad-core CPUs because your processor is an I3.

OP has a locked CPU, there is no overclocking that can be done. I'm more curious as too what OP's full specs (board, SSD, etc) are as well. If there isn't an SSD for the OS and everything is on a single HDD then that might explain some issues but not all of them. Where is OP expecting to get these frames from and based off what benchmarks? Is there another 6700 machine with the same specs that shows different/higher FPS these performance expectations are based off of?

I can't boost my CPU because it's a non-K model, but I've already pushed my GPU to its limit at 1995 using MSI Afterburner.

missed the main point—can we truly achieve over 100 fps on this setup? It seems slow to me, especially with a 144hz monitor. My rig includes a Gigabyte Z170MX gaming 5 and a single WD black 1TB drive with OS and other files.

depends greatly on the game's architecture; your CPU could struggle if it's constantly working on a single core. keep an eye on each CPU core and GPU usage while playing—if the GPU stays locked at 99%, it might be slowing you down. CPU threads staying above 80-90% often cause problems, but not all threads need to hit that level. sometimes the first few threads are the most demanding and limit performance.
