So it's been a while since I shared my updates and I looked online but didn't find any solutions. I recently purchased an RTX 3090 and noticed my game performance has dropped significantly. When I played Shadow of the Tomb Raider at 4K resolution with DLSS enabled, my FPS exceeded 60. All other games performed around 60, except Cyberpunk which I thought wasn't optimized. Now that I'm using a 1080p monitor at 144Hz, my games only averaged around 100 FPS. Many of the older titles I played were stable, but my friend and I ran Dying Light on 1080p and he achieved 165 FPS while I was fluctuating between 80 and 120 FPS. My friend uses an Intel CPU with an RTX 2080 Ti, and I have a 1700x GPU which I believe could be the bottleneck for my 3090. Even though it's known to be slow, benchmarks suggest it's not handling the load well for games like GTA V, Far Cry 4 and 5, Immortals: Phoenix Rising, Dying Light, Shadow of the Tomb Raider, and several of my older titles. The only consistent thing I've experienced since installing the 3090 is hearing beep codes—either four or five short beeps—that I can't count accurately. I'm aware my hardware isn't top-tier, but the specs indicate something is definitely off.
Afterburner is focused on adjustments instead of testing. Key indicators include:
High CPU activity with minimal GPU involvement (suggests CPU constraint)
'Temp Limit' warnings or elevated GPU temperatures (points to inadequate cooling and/or fan settings)

Cpu temperatures hover around the mid-50s while GPU temps remain in the low 60s.
